The suggestion of the Senator from Georgia was along the line of the g questionthat I desired to propound. The States have nothing to do with the matter of immigration 61f the matter of makingcitizens. That is the provine of the d National Governmient. No pirotest of the State of California can avail in the matter of any treaty concerning naturalization. 1 for instance. nor Immigration. for instnce. The Natlinal Gove erument makes immigration laws and admits Illiterates. The I National Government makes citizens of these people and forces e them upon the States.
