I think that is true. That is one of the matters that I tried to direct my attention to years ago. in the hope that some system might be devised. either through the Immigration Bureau or in some other way. to secure a distribution of the immigrants who come into this country. but it has proved an impossible thing to do. They congregate in New York. Boston. and Chicago. and the other great cities of the country and refuse to go on the farms. I suppose it is impossible to make them go there. and if we did I apprehend they would be of mighty little use as far as practical farming is concerned.
