Mr. Speaker. I will state that when section 2 and the other sections of this bill were being considered I realized the fact that the committee having jurisdiction was the Conmittee on Immigration and Naturalization. I went to the gentleman from Alabama [Mr. BURNETT1 and told him that we were considering this matter. and lie generously said that. inview of the importance of it and in view of the fact that we had the whole subject under consideration. he would be glad to have the Foreign Affairs Committee proceed with it and report it. His statement now is the statement he made then.
