R. 9159. which relates in part to the SilJeit of naturalizing allen enenils in themiltary forces. has a provision in the first section conferring on the Prsident the power to oxcluile fron the present classification of allen cnenIes some 15 races. This frature. I understanl. is opposed by the War Department and the Department of Justice. and this department Is In agreement with these other epartnilents. 1 am taking the linerty of writing you. as I stated at the hearing before your committee when this bill first c:lne lip. that I saw no obJection to conferring discretionary powers on the President.
