Chairman. the purpose of section 2. beginning on line 14. page 3. is to penalize steamship and other transportation companies for bringing in those who are excluded by the first part of the section. It was thought that perhaps the penalties could not be enforced by the Labor Department. and an amendment was suggested by that department that would make it workable. It imposes a penalty of $1.000 for those violating the law. to be recovered in the courts of the country in the way that such sums are usually recdvered against transportation companies and individuals who violate the Immigration law. In case of steamship companies that are given clearance papers they are held up until they pay this penalty. That is all this amendment is.
