Chairman. the argument of the gentlenman from Missouri [Mr. B01lMAiD] is an absurdity.. As to the word "eligible." that is an expression that is used all the way through in regard to these Immigration matters. ..A man is eligible to become a citizen who belongs to the nationality that may become citizens. The Japanese. the Chinese. the Asiatics are not eligible to become citizens by naturalization. White people under the law are. and the complete answer to the argumefit of the gentleman is that it does apply to the Japanese and Asiatics. who are not eligible to become citizens. How else could you express the idea that anybody was ineligible to become a citizen? If you want to speak of the Japanese. lie can not become a citizen by naturalization. You may also say that they are ineligible to become citizens by naturalization. It is a termu that occurs in tile immigration and naturalization laws all the way through. and the gentleman has stirred up a mares nest for the purpose of trying to throw clogs in the way of the passage of this bill.
