For my part. I think this is unsatisfactory. I think this resolution should pass. and I think. further. that some law should have been enacted that would have permitted the United States to compel every alien resident of the United States. if a citizen of an ally country. 791:1 either to enter our armies or be deported. and every alien enemy to be either confined or compelled to enter some industrial pursuit where he would have been kept from plotting against or committing overt acts against the United States. Mr. Speaker. it is unfair to permit foreigners to live in the United States. enjoy our free schools. acquire property. be employed and receive liberal wages. accumulate a competence. and yet escape all the obligations of government that are Imposed upon our own citizens.
