"1 Naturalization Service." on page 83. line 20. after the word "years." to strike out: Provided further. That all mall matter. of whatever class. relating to naturalization. including duplicate papers required by 1aw or regulation to be sent to the Bureau of Naturalization by clerks of State or Federal courts. addressed to the Department of Labor. or the Bureau of -Naturalization. or to any official thereof. and indorsed " Official business." shall be transmitted free of postage. and by registeredmail if necessary and so marked: Provided fsrther. That i any person shall make use of such indorsement to avoid payment of postage or registry fee on his or her private letter. package. or other matter in the mail. the person so offending shall be guilty of a misdemeanor and subject to a fine of $300. to be prosecuted in any court of competent jurisdiction. So as to make the clause iead: For an additional amount for allotment to clerks of courts for clerical assistance in naturalization proceedings in accordance with the provisions of the sundry civil appropriation act for the fiscal year 1918. $30.000 : Provided. That the allotment for the foregoing purpose heretofore made from the appropriation of $275.000 for naturalization expenses for the fiscal year 1918 shall not be.reduced during the said fiscal year.
