I intend to offer a resolution as sodn as I can prepare it calling on the Secretary of War tos�nd to the Senate a list of persons appointed from civil life to military office below the rank of colonel while performing civilian duties. I want the whole list in order to examine it. .I have a number of names in my mind now which. when investigated. will appear to the country so grotesque and ridiculous as almost to bring scandal on this whole transaction.
