On. the other hand. to leave the word "native" in the l)ill unmodified would mean that we would be enacting a law that would be enforceable against a native of Germany who is now a subJect and citizen of this country. and who is no longera citizen and subject of Germany. but yet a native of Germany. This would set up a rule. or rather a statute. enforceable against nativeborn Germans who are now citizens of the United States. and the same law would not apply to nor affect Americanborn citizens. Manifestly this wouldbe wrong. and the President and no other thoughtful American citizen wants anything else than that all American citizens. whether naturalized or native born. abide by tie same laws. We are not at war with sole of the nations of the world. and I repeat. that a nativeborn German may have renounced his Gerniaa citizenshipand yet he may not have taken out Americin citizenship. He may be a citizen of some other country that isat peace with all ofthe warring factions. if that be possible atthis time.- Therefore I say it Is importanit that you do not strike out the word " natives " entirely..
