Mr. President. in connection with the statement made by the Senator from Montana and that just made by the Senator from California. 1 think If the Senator from California would investigate the action of the Labor Department recently lie might find that the action of the department in reference to the suspension of the literacy clause in the immigration bill and tile contractlabor clause. under a certain provision contained in the imnigration bill. might have given rise to the suggestion or to the thought that if the Secretary. under the particular clause to which I have referred. wouhlI have a right to suspend the literacy clause and to suspend the contractlabor clause. he would have an equal rightand I do not think there is any question of itto suspend the Chineseexclusion act. Possibly that may have given rise to some of the rumors that have been heard. As a matter of fact. the.order has been made. and the literacy clause and the contractlabor clause are actually. at the present moment. suspended on the southern border of the United States.
