I remember the circumstance. because in the immigration bill some years ago. when the House struck out all of the Senate amendments and Inserted the House bill. a motion was made to instruct the conferees. and I made the point of order that the motion was not in order because the Houses were not in disagreement. and that the action of one House would not put the two Houses in disagreement. The Speaker sustained the point of order. That was what I called to the atten.tion of the gentleman from New York on the Philippine bill. but here both Houses have acted. and they are In disagreement.
