As it is intended to aid in enlistment of the allies. would it not be well for.the chairman to state that he has no objection to a provision in the bill which will be offered to exclude from that portion of the immigration act all those that will voluntarily enlist and go back to Europe and fight the battles of their country? I think it would be no more than right that it should be understood that ucl an exception should be agreed to. Mr.: WEBB. I would not want to put that in this bill. because it is not an immigration bill..
