Indeed. it would be very strange if the men who are thinking seriously of favoring conscription for our own citizens should offer any objection against foreign Governments conscripting their own subjects. My hope is that we shall not be in such haste that many people. at heart Americans. may not freely. offer themselves in the service of this country in the full confidence that their every right will be protected. With two of the countries now leagued with us inthis war we have no treaty of naturalization. The question of dual citizenship has arisen. There are many men in this country who hold themselves to be citizens of the United States either by virtue of having been born in this country or having taken out their first papers.
