I appreciate very much the concession the gentieman is displaying. The gentleman knows that if that bill was referred to the Committee on Foreign Affairs it was not because of any sinister purpose. but simply through an error o1 my part. I would just as soon havesent it to the Committee on Immigration and Naturalization. When I found out I had made an errorwould it be proper for me to sayas I told you a day or two ago. I advised the chairman of that committee that I regretted I had made that mistake. and I would have been as glad to have that matter considered by the committee to which it slhould have gone.
