I say if you do that you do more than you have been doing for your own people. But to me it matters not. The Congress of the United States a few years ago adopted the suggestion of one of the Senators here by which they enlarged the time within which these people should declare their intention to become citizens of the United States or to become noncitizens and remain citizens of Porto Rico. You enlarged* the time. and yet 17 years have passed since the acquisition of Porto Rico. In every American possession or Territory inhabited by an alien people you have provided that within 12 months time from the date of the acquisition or- the date of signing the treaty the people coming In with the Territory shall declare their election.
