I think the Senator misses the point that I tried to state. and which perhaps I was unfortunate in not stating clearly. This. as I understand. is the view of the Japanese Embassy. as expressed in an informal conference with the State Department: That a treaty exists between the United States and Japan under which its citizens have the right to enter the United States:. that an attempt was made to deny the Japanese -the right to enter. that thereupon the Japanese Government insistently urged their rights under the treaty and protested against the enactment of any exclusion law. However. what is known as a gentlemens agreement was arrived at. by which the Japanese Government In effect said: "If the United States will refrain from enacting an exclusion law. we will take care of the matter. we will ourselves exclude the immigration from Japan to which you object." Now. the Japanese Government is willing to stand upon that. Mr. President. the Senator from Mnassachusetts has onehalf of my audience.
