In New York City we are unabld to find men to rake jobs as street cleaners although it means employment for life. medical attendance and a pension for old age. The great trouble today is that the rough work will not be done by the educated American. Every one seems to be seeking enlployment Where manual labor is not required. To enact a bill at the present. time containing a literacy test is to shut tile doors of the United States to those who would come here. if come they do. to perform the rough nannual labor which the averlage Anerican has declined to do during the past 50 years. Mr. Speaker. the present Speaker of the House is admired by all who know him.
