The. purpose. and the effect. of the House. language. was to exclude all orlentals. Those are the only aliens. that could possibly be operated. upon. by that provision. Now. the Senate struck this out and incorporated a geographical exclusion provision. which excluded ill Asiatic people excepting only the coolies of Japan. and left the laboring. people of Japan to be. excluded by the gentlemens agreement. now in force between this country and Japan. The House conferees objected to leaving that possible avenue of Immigration open in case the gentlemens agreement should for any reason be annulled. either by the agreement of the parties. or by the adt of. one party. or by lapse. of time.. therefore we added. to. the. language of the Senate making the geographical exclusion the words that I last read. in order to provide for exclusion in case the agreement now in force between. the two nations should for any reason come to an. end. The. language. of the House.. if the Speaker will notice.. would exclude. all Aslatics except those. who are excluded by agreement. or by treaty. and the language is so w.orded that. if the treaty should for any. reason be annulled or come toi an end. immediately the language. of the. House bill would -become effective and. exclude under the law. and the language which was inserted by the conferees. has precisely the same. result. and no other.
