Mr.. President. I was unable to be in the Senate yesterday afternoon. but I understand there was then a motion made to take up the volunfeer officers bill after it had. been supplanted by a motion to consider the immigration conthe Senator from Montana [Mr. WAEsI-. insisted that the measure which he was advocating had: equal or superior precedence to the bill which I was advocating by reason of its position on the calendar. I have no doubt that the bill which the Senator from Montana has moved to consider now was introduced by him early. but It was not reported nor was it introduced so early as Senate bill No. 392.
