That was not in conference. We did not amend it in tile Senate. but accepted it asit came from the House. and therefore it was not in conference. Mi-. STONE. Mr. President. I did not vote for the immigration bill when it was before the Senate. The same bill has been before the Senate several times since my service here in substantially. if not exactly. the same form in which it was agreed to during the present Congress. I have always opposed the enactment of this law. My opposition to it I have stated on different occasions. It relates mainly to the socalled literacy. test.
