If the Senate Committee on Immigration were seeking to make it impossible for the President to approve this bill. I can not conceive of any way in which they could have adopted language which would tend more to force that result. I can not add to the strength of tile argument made by the Senator from Missouri that those words should have no place in any law passed by an American Congress. but I speak first.
