I argued that under the treaty of 1894 with Japan the people of that country were given the privilege of free entry to the United States. and under the treaty of 1911. now In effect. and. which superseded the treaty of 1894. only those are admitted to the United States who come to pursue trade. I hold on with as much tenacity as pos-. sible to the existing treaty which restricts immigration. Therefore. If there is any possibility In the act before this body of superseding in terms as the latest expression of the legislature the. treaty of 1911. then it Is a matter worthy of very serious attention.
