That relates not only to the Japanese. who seem tobe the principal subjects of discussion here. but also to the Chinese. I should like to call the attention of the gentlemen on the other side of the Chamber to an editorial utterance by the San Francisco Chronicle of May 18. 1916. referring to this very bill which is before the Senate and the amendment which is proposed by the Senate committee. which it must be conceded is clumsy and inadequate.
