In reply to the Senator from South Carolina. there -is no favorednation clause. of which he speaks. in the treaty of 1911 or elsewhere. except what "concerns commerce and navigation "-not immigration. Mr. President. for the Information of the Senator from Mississippi. there is grave question as to whether or not the Japanese have increased in number on the western coast. They may not have come In through the open ports of the United States. but. as a matter of fact. the Immigration Department knows that they do come over the border surreptitiously and without passports. Many of them have been caught. and in violation of -the spirit of the agreement. certainly the importation of the picture brides should be taken into account. With the picture brides coining in through the ports unchallenged. it means a very large Increase In Japanese immigration. because the Immigration Department informs me that they are coming in at the rate of 1.900 a year.
