I want the Senate to understand that this bill as it now stands with the amendments in it excludes about odiehalf of Russia and denies to the inhabitants of about onehalf of Russia the right to come to the United States. and these men who are so tender about some white men who have Immigrated into Africa do not hesitate in excluding scores of millions of white men who live in Russia. Now. it seems to me there is a very largesized bug under this chip and thai this amendment ought to be entitled "An amendment to exclude Jews from the United States." because they are Jews. There is no other reason that can be assigned for including nearly onehalf of Russia save that which is ihuplied in the remark of the Senator from New Hampshire. who inquired whether I really. thought that a Jew was as desirable a citizen as a colored man from Africa.
