Session #64 · 1915–17

Speech #640216174

The Senator. after tile use of many words. really gets to an affirmationwof what I just stated. It amounts to this: The Senator thinks there is very little reason to include Africa among the. countries which are to be prohibited from sending their people here. because there has been up to this time only a small immigration. and because a large part of that immigration has been illiterate. and therefore will be inluded within the prohibition of this bill. That goes to the question of degree and not to the question of principle. As for the language of my amendment. it is not difficult to perfect it if I can bepermitted to have a few minutes in which to write it out. I now desire to ask the Senator what immigration there has been front the islands that are included within the prohibited or proscribed district.
