I have never been quite able to understand what the purport or the effect of *.hat amendment really is. It may be that the Commissioner of Immigration may be able to determine what it means. the Committee on Immigration may understand it. but it is so complicated. and I think so inadvisable. that I may desire. before the discussion of the bill is concluded. to have that matter reconsidered.
