The first thing I did when I went there was to communicate with the representatives of many of the most prominent philanthropic organizations inNew York. For instance. I conferred with such men as Oscar Straus and with such women as Mrs. Lillian D. Wald. I conferred with people and organizations all over New York. .Tews and gentiles alike. and we mpped out a program for the protection of the immigrants. That program.of protection ran into all sorts of places. both weak and powerful. I found that the secondcabln aliens were being dumped over in Hoboken and in Brooklyn and all along the water front of New York.
