Messina. Palermo. .uind Liverpool. I know the Immigrant and his needs. He Is a .human being. and for years I have fought to have him treated as such. Mr. Howe writes beautifully about the immigrant. Some of the things which he does. such as concerts. are good. but. never having really mingled with the immigrant. he fails to comprehend that the immigrant women are as much entitled to be protected from forced association with prostitutes and criminals as are the good women who make up his family and mine. I am glad that. as he could not see this himself. his superiors .have taken the bull by the horns and by the order of July 20 protected the decent women and children from these distasteful and dangerous companionships.
