So that is the rule. Mr. President. some eight years ago I made a speech favoring an immigration bill containing a literacy test. I learn some million copies of that speech have been printed and sent over the country. not by myself but by certain organizations. That was about eight years ago. Since that time I have introduced In every Congress immigration bills containing the literacy test. I have in season and out of season. on the stump and by letter. pledged myself to my people time and time again that I would support an inmigration bill whenever it came tip. When the matter caie -up in the caucus I notified the caucus that I could not vote against the immigration bill if it came lip in the Senate. I did that in a colloquy with tile Senator from Montana [M. WALSH]. I amn sorry he is not here. but if lie were lie would bear tie out in my statement. I have stated even at this session that I had written letters to the effect that I would vote for the immigration bill whenever I had an opportunity to do so. When I voted yesterday to take up the !imtmigration bill I was within my right as a Senator. both as represeniting the people of North Carolina and my right as a caucus Democrat. and within the rule of the caucus. which had been voted for timd advocated by the Senator from Missouri himself. Mr. President. the motion of the Senator from South Carolina to take lip the immigration bill was made when there was nothing else before the Senate. As the Senator from Indiana states. it was made in the morning hour. I voted for it. as I had a right to vote. and I did not violate any party pledge or any party principle in doing so. but I was carrying out my pledges made to the people time and time again. .
