Mr. President. I voted against the motion to proceed to the consideration of the immigration bill because the Democratic Party of the Senate decided in conference to postpone the matter until the next session. I believe in party solidarity and party teamwork. I was sent here by the Democracy of Texas to cooperate with the Democratic Party in the Senate. Being a Democrat. and having been elected as a Democrat. I intend to continue to do so. I am thoroughly in favor of the Immigration bill. and If In spite of my vote the Senate should vote to consider it I shall vote for it. If the President -should veto It. I shall vote to pass it over his veto. as I have done In the past.
