Mr. President. as I came into the Chamber a little while ago I heard two or three Senators discussing the question of taking up the immigration bill. and it occurred to me that I would like to add a word or two to what they said as to the necessity for taking that action. I have been connected with the Committee. on Immigration pretty much all the time since I entered the Senate. and for several years I was chairman of the committee. In 1907 I had the honor of presenting the bill which became the law and which is now upon. the statute books. Down to that time I had not been in favor of an educational test.
