The Senator from New Hampshire called attention to the condition of the -business cf the Senate. I have taken some little pains to examine the RECORD during the period prior to my entranice here. and the Senator from New Hampshire is absolutely correct in saying that there never was a time in the history of the country when the legislative business of this Govermnent was so behind as It is now.
