I know of no way that we can determine the precise question whether we are going to take up the immigration bill before the adjournment of the session except by a vote of the United States Senate. unless Senators on this side deem it a matter of such grave party interest as to justify. if not to require. party caucus action in the manner prescribed by the rules. and after notice to every Democratic Senator that that is the question which is to be determined and settled by the caucus.
