I should like to address myself to the junior Senator from South Carolina and call his attention to a notice given by him on July 14. 1916. and appearing on the calendar of business. that following the passage of the naval appropriation bill lie would move the consideration of the immigration bill. Perhaps the Senator has forgotten that notice. and I wanted to call his attention to It. I Mr. SMITH of South Carolina. -No. Mr. President. Tme fact had been brought to my attention that the Army appropriation bill was to be taken up. but the real facts In the case are that there seemed to be some understandIngcertainly on this sideto the effect that these.bills should first be passed.
