Not only is it the right of a State to declare who shall not own land in the State. but it should be hcr solemn duty to deny that right to anyone. of whatever race or country. who is declared by the laws of the country to be unfit to become a citizen. Mr. President. I think the State should go further than this. No man should be allowed to own or hold land. in fee until he is naturalized and has actually become a citizen. There my State made a mistake. It lacked the courage to take that unassailable stand and enforce it by law.
