What Japan maintains is that her people shall not be excluded when the subjects of other nations are admitted. As a matter of law. of course this position is untenable. This country has the undoubted right to invite immigration from one country and forbid it from another. This. I have no doubt. Japan will concede. and. in fact. we have done this very thing. The trouble is not that we limit Japanese immigration but why. or the reason for excluding certain Japanese subjects and not those of other nations. This Is the crux of the whole matter. This is the problem that must ultimately be met and solved if the United States and Japan are to continue at peace with each other.
