All of these acts referred to are acts which exclude specific classes of persons. If a specific appropriation were made to enforce particular acts. persons employed under this specific appropriation could not be utilized to enforce some other act.. For instance. $500.000 was appropriated to enforce the Chinese exclusion act. Special agents were appointed. They could not be utilized to do any work in the enforcement of other immigration laws. although they might be at a place where an agent was needed and no other agent was present. It might be necessary to send another man 200 or 300 miles to attend to a trifling thing which. if it were not for the limitation. the other man could attend to. These employees now can be utilized to enforce any law relative to the exclusion of aliens.
