The question is whether we will give the service the money it actually requires or whether we will contribute $200.000 to pay men who should. have been discharged and whose services are not now required. This committee has recommended every dollar that the service ought to have. I am in fivor of enforcing the immigration law. The only question I ever differed upon was the literacy test. I am in favor of enforcing the law. I want to give the service every dollar necessary. but I do not wish to give to this service or any other service of the Government money that it should not have merely to keep men on the public pay roll.
