I Mr. Chairman. fifteen and onehalf millions of people of the United States are forQign born. Most of them are naturalized. Tills order seems to discredit te -loyalty of every one of thelm. It seems to say tlat tlmeir baths of allegiance mean nothing. Twentyseven per cent of the population of the district which I have the lonor to represent here Is foreign born. Nearly all of them have been naturalized and have taken the oath of allegiance to the United States. and I fiindly believe that every last one of them meant that oath. Other Members of Congress will make similar affirmations concerning the naturalized citizens in their districts.
