Section 1891 of the Revised Statutes of 1878 provides that the Constitution and the laws of the United States not locally inapplicable shall have the same force and effect in the organized Territories of the United States that they have in every other sectio*n of the United States. and Porto Rico will certainly become an organized Territory under the provisions of this bill. if it is not now one. I desire to say. further. that both the great political parties of this country have declared in! favor of American citizenship for the people of Porto Rico. The Republican platform of 1908 declared: We believe that the native inhabitants of Porto Rico should be at once made collectively citizens of the United States. and that all others properly qualified under existing law residing in said island should have the privilege of becoming naturalized. That is exactly what this bill does.
