Chairman. when I came to Congress on the 1st of December there were placed in my hands the papers relating to a man named Solomon Schwartz. Inasmuch as I have been trying to get action through the State Department during the intervening months. but without any success. I feel it my duty to lay the facts in relation to this American citizen before this House. Solotnon Schwartz. an Austrian born. was naturalized in 1901. When the war broke out in Europe he was in Great Britain. where he had been for some time on business. Because of his Austrian birth he was arrested as an unregistered alien enemy.
