The constant suggestions of war and of attack caln have no other result than mistrust and suspicion. and if we keep on showing our fears they may conclude some of these days that we are afraid of them. and if we keep up our liinting of trouble and our Intimation of treachery on their part they may conclude thatiwe might just as wvell have it out as to be constantly confronted with the specter which sollie of our people are holding up. They have not done anytling to show ielnity or insinerity. We can point to no act of theirs which iidicates that they are seeking trouble. They have most scrupulous ly kept the informal agreement made between the twoGovermihnts respecting immigration to this countrysonething that we could not expect of any civilized nation of.Europe. If we treat them fairly. justly. and considerately. there is nothing in her conduct to warrant the belief that they will not respond in kind.
