Mr. Speaker. if I may be permitted. if the gentleman from Florida will withhold for a moment his motion to go into the Committee of the Whole House on the state of the Union on the river and harbor appropriation bill. I think we can dispose of the matter we had up yesterday evening respecting the immigration bill. In response to the request of the resolution which we passed last evening reqiesting the Senate to return to the House the bill H. R. 10384. the immigration bill. the Senate has sent it back. and I think the trouble will be cured by striking out the Humphrey amendment. which would then leave the Siegel substitute. Is that the opinion of the gentleman from Illinois ?
