On the contrary. within the last 20 years. and especially within the last 10 years. the wage of the American laboring man has increased. the working hours have been reduced. and -the stand-. ard of living has been improved. Especially is this true in a:l Northern and Eastern States. where we have the largest per-! centage of immigration. I regret that this does not apply to such an extent in the. Southern States. especially in the sections of the country which are represented by the gentlemen whom I have named.
