I want to say to the gentleman from Alabama that in my experience in the Consular Service I visited the wharves every time a passenger vessel sailed for an American port. and they had to put on extra men every time they nmade up their crew. When they landed in America many of the crew deserted the ship. and they had difficulty in finding or providing a full crew on this side. So that unless this matter is carefully guarded many of those coining in in this way. filling the vacancies on the crews abroad. desert and thus avoid a compliance with the immigration laws.
