This situation has become so aggravated and is so unjustified that were it not for. the fact that the department is now investigating the question I would introduce a resolution at once calling for an investigation as to why this situation is permitted to continue. Unless the department by the next session of Congress take some steps to make this change. I shall proceed to ask for an investigation. to see if the truth can not be ascertained as to why this is done. I am satisfied that this situation is largely. because of the attitude of the commissioner of immigration at Montreal. Mr. Clark.
