We have too much of the idea of i maim getting in a bureau. staying there. and then dictating to the wIholeoservice when he has had no actual experience. I remem)er a little experience that occurred to myself. One time I wanted to get a comniissioner of immigration at Seattle. I went down to talk to the I)ureau heads. They told me very frankly I could not have it. that they did not intend to have any coin missioner of immigration at Seattle. I then went to talk to the Secretary and laid the matter before him. and he granted my request and a commissioner was appointed. I cite that to show the feeling in the bureau. They think they ought to control the whole imnigration matter. If we can get some of these men who sit behind desks to go out to these different immigration stations. they will know more and it will be better for the service and better for them. I hope the committee will adopt my atuendment.
