I was impressed by the -rginilent of the gentleman froni Illinois to the effect that this proviso may be or is unconstitutional. I doubt very much myself if Congress can in an act of this kind provide that under certain circumstances citizenship shall not invest. whereas other laws provide that there shall be citizenship. with all rights pertaining thereto. I appreciate what the gentleman from New York and the gentleman from Alabama [Mr. ]lURNTT] have said. that sometines females take advantage of marriage to evade deportation. alld it. is a vicious practice. It seems to fie that my amendmtent would meet that trouble. If the marriage is solemnized after the arrest. after the female is subject to arrest. or after she has comnmiitted acts or has been guilty of conduct niaking hier liable to arrest and deportation. then her marriage shall not protect her. shall not invest her with citizenship. It seems to me that that will remove the objections raised and meet the situation entirely.
